Tulip Seed has been added to the selection options for homestead Fragrance Garden. Where do we get tulip seed?

I have the same question. When I made a search on the pw database about that item it linked me to some npc: ''Flower Whisperer''
at 551 675 but npc was not there last time i search for it.

What i can guess is: the npc could be at some other place or the whole event is something from China that was not carried to our version.

Still if someone find it, it would be nice to know where it is.

It's for an event that's not currently running.

But maybe one day, if you eat all your vegetables, we'll run it.
