Pot/Skill Bars locked?

Simple question(maybe) how can my Pot and skill bars be locked, I always take off Mind and Soul Shatter and put a couple different pots for NW. Just tried to remove from one and then tested the other bar, they are both locked. Stupid system messages seem to interrupt what you're doing sometimes. If anyone has any hints, I'd appreciate. Maybe I locked my task bars by accident, I don't know. Thank you for any reply.

    Go to Settings -> Game -> Features -> Settings Tab -> untick the "Lock Shortcuts Bar"​​

    Thank you, well i finally saw a little lock icon next to one of my shortcut bars, but i will remember this, just in case. Thank you!

    it pisses me off when you have your skillbar locked, and everything is in the right places, pots skills the whole shibang and then you get disconnected.
    when you log on you find that your pots have been replaced with hypers, charms, scrolls, and some of the skills are moved
