Gameplay - Quest - Elysian Charter not received (first free one)

I started my homestead quest on my Veno Foxy_Kristy awhile ago and never got the Elysian Charter you get for free to get your second plot in the homestead. I didn't realise you are meant to get one until i did it on my sin last week and she got one. My veno also has no more quest chain for the homestead (not sure if this matters as well).
Its the part of the quest where you have to upgrade the homestead to level 2 then expand the plot but i never got the charter item i need so i think the quest is on hold?

i have submitted a ticket for this but they said to post it here and that they have forwarded my issue onto the QA department.

    This also happened on my main. I believe his inventory was full when I got the second plot of land quest.
    My homestead is now level 11 but has only a single square of land :'(

    I hope the QA department can investigate this one.

    still no updates QA team?????? still nothing on my ticket also.
