Returning player question - Harpy

Sup noobs,
Quick question, I am planning to start from scratch and make a PVE char on a PVE server because i'm going to be a casual gamer now who only have 1 - 2 hours of free time for games.
I heard about the new pets Harpy and Monkey. Can I just buy these pets on boutique? if so, awesome.
