R9R4 Weapons (for dbs)

I just noticed, that dbs have the option to make new r9r4 weapon form first cast r9 for 30 mil coins and 3 mirages. I do not want to start the question how is it fair to people, who just made their r9r3 weapons, + 12 them and put good stones in it and now have to find items to make their weapons r9r4, when people can just instantly go from r9 to r9r4 for practically nothing. Something has to be done about it, either give the same opportunity to people with r9r3, or at least let us keep our refines and stones. I paid enough for this weapon already, why I should pay even more to recast it, when somebody can just pay 30 mil coins and 3 mirages and boom, u have r9r4.
