Invisible passive

Can someone please explain to me(as much detail as possible would be nice :D ) this invisible dmg reduction passive Storms have when it comes to ranged/up close-physical/magical attacks? My friend said he read about it in a thread but I've looked and can't seem to find it.

    Yea i've seen that thread before. But my friend said he read something about the passive reducing any physical damage no matter the range not just auto atks.

    At this point I wish I had a friend with a better memory. :s

    It's just as the thread says, any type of damage as long as it's within 5 meters of a SB does reduced damage to SB, otherwise it's full damage.
    full +12 SB, currently lv 105 105 105
