As found here are...
In short of a response:
PWE, what are you doing?

Let's quote some stuff:
Posting Unreleased Content / Hacking Data Files
You may not create posts and/or private messages that contain language, comments, references, links, symbols, terms and/or content that, in any manner whether directly or indirectly, show/display and/or discuss any of the following: (a) unreleased in-game items or equipment; (b) areas that have been unlocked by hacking into client data files; and/or (c) data not available through normal game play. Do not post trademarked and/or copyrighted materials (e.g., articles, videos, photos, audio, etc.) that you do not have permission to reproduce, distribute, display, perform, create derivative works of and/or otherwise use. Posting the entire article, even with the source, constitutes copyright infringement. This is not the place to illegally trade or distribute copyrighted (or those with questionable copyright status) video or audio clips. Posts regarding content which has been released in other world territories prior to being released in PWE's supported locales (North America and Europe) are, however, permitted.
This means, that we may (technically) not discuss anything that is released in China, including new updates that haven't hit the US/EU version yet (see the last line where it states posts regarding content in US/EU). We may not link to pwdatabase.com entries of items that are not available in our version (unreleased in-game items or equipment).
(b) and (c) are understandable, but seriously, the first point? Why?

Now onward, or backward, to spamming:
Spamming
You may not create posts which contain:
• Excessive communications of the same phrase, similar phrases, or gibberish.
• Numbering of a thread, IBTL, TLDR, etc.
• Bumping threads.
• Creation of First! posts.
• Creation of petitions.
• Posting of off-topic comments, including but not limited to comments or discussions of a religious, or political nature.
• Posts and/or private messages that, in any manner whether directly or indirectly, contain links to threads from other forums in the PWE network may be subject to an infraction. (Cross Linking)
• Advertisements that have not been authorized by PWE.
• Posting to an old thread which has not been posted to in 30 days or more.
• Creating Duplicate Threads (A Duplicate Thread is defined as a thread which discusses the same topic as another thread, which has had a new post within the last 30 days.)
>Numbering of threads
Is that thread in offtopic locked where we count yet?

>Posts and/or private messages that, in any manner whether directly or indirectly, contain links to threads from other forums in the PWE network may be subject to an infraction. (Cross Linking)
I am not sure how to interpret this, someone help me out but does that mean we may not link to a different thread, even IF that thread is on their own forum? So if someone asks a question which has been answered in a different thread, you may not link him to that thread? If so, good job.

I might be nitpicking at the rules here, but really, we are technically not allowed to discuss upcoming content until either PWE steps up and releases information about it (because they are so well known for doing that in a timely manner, and the information you get is **** all anyway) or until it actually is released.
I'm sure they won't enforce it like that and that we can still just discuss the content released in China, but what if they actually decide to enforce their rules (mods pls)

Discuss!

p.s.: the rules didn't state that you may not discuss the rules, therefor this thread should be allowed.

As far as I know, and until I'm told otherwise those rules are in addition to not in lieu of the official posted rules for this forum. Since we already had a CM specifically allow us to discuss China's stuff and the old rules haven't been removed, that still stands as far as I know. At any rate, I knew these rules were being implemented on other forums way back when sparkie first started. As one of the most active users here, you can imagine I had a lot of opinions on it. There was a discussion at that time to wholesale replace them, and that was decided against. In addition the new rules state the following.

"These Rules and Guidelines are in addition to, and not en lieu of, the terms and conditions contained in the Perfect World Entertainment Vanilla Forums, Perfect World Entertainment Community Policy, Perfect World Entertainment Terms of Service and the Perfect World Entertainment Privacy Policy.

Afaik, the other rules of conduct fall under community policy. At that time, I was told that the count thread is also still fine. And that was more to address stuff like "Post count +1, post count +2, etc," On threads people knew were going to be closed, or were attempting to get closed. So that's not really anything new really, since that was already depth'd as spam. Hence it's grouping with ITBL (in before the lock).

As for the cross-linking, yes that's what the rule means. Although I'm assuming that Arc Stuff doesn't count as another game's forums. But like you shouldn't be talking about STO on PWI's forums. Which really isn't new either.

I'm also assuming that any rules that directly conflict (the above stuff is not conflicting as it wasn't allowed on the old ones either for the most part, minus that one mentions exceptions and the others don't) are now replaced by the new ones. So like, don't call stuff petitions anymore. We're allowed bigger signatures now (500x100) replaced by (650x150), don't post your personal email on on a forum post anymore, etc.

I mean, it's possible the GMs will decide to just 86 the old rules. But for now, that's what I know.

Honestly, not much was added from the original RoC of the forums. Everything you mentioned there was actually already included in the RoC for the other forums - it's just that a lot of stuff was overlooked, probably due to the lack of a proper CM for the majority of the time.

I doubt that PWE is going to prevent people from talking about the Chinese version of the game any time soon, since it was their own staff that told us that it was okay to do in the first place.

As for the Spamming rules - those are to prevent people from doing that in the main discussion areas of the forums. Quite a few of the RoC rules aren't enforced in sections like Off-Topic... Necro'ing isn't as harshly moderated, for one. I don't see that changing, either.

For a large part, I don't see those rules changing much about the forums - though, as is obvious by my signature, I'm not actually in control of anything over here. I have all trust in Venus, though, and am sure that anything she takes care of does, in fact, need to be done. tiger-42.gif

Correct me if im wrong, but i read this as being an exception to the rule. IE if somehow you gained access to content that was not released anywhere in the world, posting that here would be a violation. However, posting information about content released in other areas of the world already would be permitted, such as china's expansions before they are implemented here. The reason for this seems pretty self explanatatory to me... though the poor soul who surfs pw database and finds weird new things and wants to share, i hope they go easy on him.
