I don't understand how to reset guild base

Could someone tell me how to reset guild base points? I already got the reset plate. but I don't see anywhere where you can use it.

    If I were to guess I think you're supposed to hover your mouse above the 5 circular rings... Haven't tested this so can't tell you for sure.

    Put reset plate in upper left corner, then right click w mouse the one you want to remove tech points from and viola

    I passed lead to the director, I told him how to do it, and he reset it.
