Arc won't run PWI

So earlier this week I was playing and I had to go so I shut down pwi and my desktop. I come home later run Arc like usual and click on the library button PWI (Play) Then arc goes to the icon window like usual and nothing happens at all.
I tried this a couple more times then reset my desktop and hit CTRL + ALT + DLT so I could see if it was still running and it wasn't it just won't launch help

1).Try running the 'Repair Arc' option from your Start menu -> All programs -> Perfect World Entertainment -> Arc.

2).If the above doesn't then try uninstalling then reinstalling ARC.

In order to uninstall the Arc Client:

1) In Windows, open the Start menu
2) Open the Perfect World Entertainment folder
3) Open the Arc folder
4) Click on Uninstall Arc

Also Don't forget to remove any excess file.

I did all of this and it still will not launch.

You can either go find instructions on how to run Perfect World without Arc (bypass method) manually or can use my program called, in short, "Arc XP" which does the same exact thing but with a nice little interface. It has the name "Arc XP" because I made and shared it during the time when Arc couldn't work on Windows XP. However, as far as I know, Arc XP still works currently because it only uses the bypass method, which doesn't require Arc.
