Why cant i use skill on PK mode?

Just wondering i was on PK mode today, i was on the FC instance with kitty in the Pk mode as well. I tried to hit him with skill but it didnt work, the skill wont come out, even if i press CTRL.
I can autoattack by holding down CTRL key, but cant use any skill at PK.
So i went outside after that and we tried to PK out harshland and still didnt work, i relogged and same thing.

Is this normal?

    were you in squad? if so that is the problem. otherwise your protections are on. click the shield by the map and uncheck the appropriate protections.

    Hold control and click the button on your skillbar. Pressing 1-8 or F1-F8 while holding control doesn't work.

    You cant atk people in the same squad

    No, but you can attack them within an instance after leaving the squad. Though for some reason you have to hold control to attack sometimes.

    Try turning off your protections.
