lvling up skill/moving on

I have reached lvl 1 100% in my tailoring skill. How do I start to manufacture for lvl 2. I have the required items but it wont let me. I am a tailor skill for armor at tailor lo in etherblade, the main tailor you use in therblade.

    Talk to the elder to upgrade your tradeskills.

    There's a minimum level requirement, though.

    You only have to be character level 5 to get lvls 1-2-3 in any of
    the manufacturing skills.

    My only thought is maybe you don't have the coin? It costs 500 coin
    I think to get lvl 2 skill (I'm not sure about this). But that's
    the only reason I can think of why it won't work for you.

    And like Vitenka said above, you upgrade your manufac skills by
    talking to the Elder of any city.
