PWI won't start

Whenever I'm on the patcher I try and press "Start", but the only thing that pops up is this small window with Chinese inscriptions of some sort. Any idea what this could be? It also does the same thing when I try to click the element client itself.

    i always get it on my old desktop, on laptop it works fine but desktop is kinda old o_o
