public quest 2-3 broken?

I used the -available quest auto path an it took me to the guys who give quest, however they are not there?
I am of the right level, what am doing wrong? how come I can see the npc to give me quest of riether pbq 2 or 3. Did they permanetly break them or just temp? or is it just me
