    Change the ring to something better, like Sign of Frost:Chaos.

    Other than that, you might consider getting Immaculates.

    Just my suggestions, pretty much listed in order of priority I would work on it.

    Small/cheap improvements :
    Lunar ring instead of misty (and refine it)
    Get a tome, preferably a +dex one
    Refine boots/wrists/necklace/belt more. Personally, the rank plate is the last thing I'm refining, cause it's the only piece I can't accountstash to my other LA toons.

    Big ones, that you probably came up with yourself :
    Vana the leggings
    Pan gu/love up and down tome
    +10 the daggers unless you plan on getting vana/r9 anyway
    Reshard armor parts you're going to keep with something better then flawless

    In case you got more to spend :
    Vana hat
    rank 9 ring + daggers
    All armor to +10 at least

    just to be sure : you will have to vana it yourself (or accountstash it to a toon with the tailor skill). If you don't got the tailor required (I think it's 6, but not sure), better use r8 leggings till you got the cannies.

    You got it right Empu

    TT99 legs, once bound, can still be Nirvana'd, as long as you have the cannies and level 6+ tailor. If one of your alts on the same account has tailor 6, you can still account stash the bound gear over to it and make it on that toon, then account stash it back.
