Apothecary 9

What are the requirements needed for Apothecary 9, my bar is full. Is there a level needed for it?

    There are no manufacturing levels beyond 8.

    Then way does the Apothecary should charms that require lvl 9 & 10 skills needed to make?

    For the same reason there are NPCs that don't do anything and mobs that drop items that require level 105+ and all the items you can get from WQ and the forges in FCC.

    Because they're too lazy to remove them.
