If I have IV rank can I wear IX gera?

Lately for dq points we can get Medal of Glory to manufacture Rank IX gears.

I'm not sure what lvl you have to be for that. But if I get the lvl but still my rank is bellow the IX. Will I be able to wear this stuff or not?


And where can it be crafted?

    The requierements for rank IX are the medals, the chips, AND 300.000 reputation. It's lvl 101 too.
    Dont know where to get it though.
