old heavens tear daily quest i cant get

hi, i have the first map and i am 90+
how come i never got my old heavens tear daily quest?
i been waiting for like 3 days and nothing
i lookedup on google which npcs to go to, and none of them have the quest for me
please tell me whats wrong

is it because i have the quest "ancient crisis" activated? must i complete that quest to get the daily? thank you
