No level 4 apothecary quest?

Has anyone had this happen? I just finished up level 3 recently, and haven't been able to figure out how to get the quest for level 4. The mastery on level 3 is 30/30 so shouldn't I be able to get the quest?

Have I missed a step?

    You have to buy a apothacary lvl4 book from a guy in the dreamweaver outskirts.

    He is standing under a tree and surrounded with lvl8x mobs.

    I thought he's called Hsuan and the book is around 55k coins.
    And sells the lvl6 apo books too
    (everything from memory, his exact name and location are in the guides from Ence)

    So I just go buy the book? There are no prompts that are supposed to pop up or anything?

    Nope. it's just completely hidden, and you have to figure it out yourself (or help from others).
