Question about rank gear.

I was told that I need to have 300 reputation points to get rank gear by level 30. Can someone please tell me,

1. What rank gear is.

2. How do you get rank gear?

3. Where do I get the rank gear that I need 300 reputation points for?

4. Does it come in a quest?

    2. How do you get rank gear? First u do a quest and turn Rank I at a guy somewhere at general summer, then you can buy the gear 10k each piece
