Problem seeing people.

Ok well heres my situation. When I first made it to Arch my comp was running very slow. So I had to change to windowed mode to be able to click the best performance option. But now that I am out of the city. I cannot see people unless I am standing right next to them. I have changed every setting I could and the best performance thing is off. I dont know what to do. Ive turned my graphics all the way to the max even distance and still only see people if I stand right next to them? Anyone else ever have this problem? Its like its permanently stuck on only seeing people when you stand next to them. And it sucks because I can't see anyone now and I dont know how to fix. I am going to try and restart my computer and see if it helps but any help would be appreciated.

    Ok I tried restarting cpu and nothing happened. Ive changed all possible settings and reloaded game many times. I guess I should try and reinstall? The thing is, I can see monsters fine I can see them from very far away, but people I can only see if they are standing right now to me.

    Go check in setups. Click on UI and you should see Proxy at the bottom. Remove it if it is on.
