How would i get a reset note?

I've made a huge mistake with my stats, putting too much on dex and str, when i don't need much of either. I went to an elder to reset my stats but it said i needed a reset note. How do i get one?

    If you have gold: Press O button while in game - Select Utility then Reset tab

    If you don't: buy it off from other players
    Rank 8 Wizard: 1% farm b:shutup
