Is there a level cap for the Token of the Seven quest

As the title states is there a level cap for the token of the seven quest or have i run into a bug?

I'm level 69, I have all the tokens up to the Ancient Bow. I don't have and don't remember having the quests for Empyrian Slither or Mantavip Scout, and i have sat on the glowing spot next to lake of no worries for about a half an hour. Am i glitched or does this quest have a level cap?

    I believe that you just have to walk around that area along the coast until it pops up. There is no lvl cap for the quest. I had forgotten about it and completed the other day at lvl 92. I did notice that it doesn't show up in "find quest" though. The slither quest is picked up in Tusk Town from the priest, I believe.

    tyvm for the help, nothing came up at the shore, but the priest did have the slither quest.
