Manufacturing books?

When I finished the quest (i did all four of them), I never got any of the books... and now I have to buy them for 20k.

I never lost it though?
What happened :<
is this supposed to happen?

    No need to buy the 20k book. It's a trick to scam you out of money. b:angry

    You get one book when you finish each of the quests, so no need to buy more.
