how do i get lvl4 potion?

how do i get the lvl 4 potion book? i cant' get the quest for it, when i go talk to the elders. Can anyone help me out?

    You have to visit an NPC near Dreamweaver Port at this location 618 390 and then buy the skill book from him. Then go to elder and lvl up the skill. The book will only be available once you reach lvl 50.
