To use your best armor and weapons, the best available at your level, you will need 3 str per level for axe and 1.5 dex per level for sword. This leave .5 per level for vigor, that is, 1 point every two levels, so your hp will be pretty low.

On the plus side, these stats will give you good atk and crit chances, but you will never be any good at tanking bosses. Leveling should work ok, given regular use of pots, so it IS playable for PvE. Depending on your target and play style, you can use axe/hammer aoe skills or sword direct target skills.

I think trying this would leave you open to being quick killed. Playing it would have some challenges, though at very high level you could be nicely balanced.

As for adding the second weapon, until specialist skills are introduced it shouldn't matter, once you start to get type specific spells (around lev 30 or 40?) you will be committed at least through lev 70, probably 80 or more. My polearm blade is lev 59 and I am still struggling to bring her damage up and buy weapon specific skills. Having a tightly focused idea of the critical skills needed for my style might have saved me a bunch of poor investments, and I certainly haven't maxed a skill yet.
