Breaking down equipment

Can I break down old equipment to retrieve soul gems that have been imbued? If so who do I see to do it?
I hate to just keep selling them.

    You cannot retrieve the gems, but you can clear the sockets to imbue new gems if you want to. The NPC to see is the Blacksmith.

    Quick question though....
    If you purify equipment that's been refined, do you lose any added refining attributes? Or does it remove ONLY soulgems..?
