Start crafting at Lvl 39 - only Lv4 stuff?

Hi,

I decided that now at Char Lvl 39 it is time to start crafting. But blacksmith and tailor only offer Lv4 and higher materials which require at least skill level 2. But I'm only at skill lvl 1! I can't even decompose the drops i find (unless i start grinding in the newbie area which is brainless).
The apothecary offers different levels, but how do i get those fpr blacksmith and tailor?

    You need to go to Lost City, Etherblade or Plume City to start the first lvl crafting.
