IP Filter

A buddy of mine is in the army and just recently moved to Japan. Id really like for him to be able to try this game out, as i just discovered it myself, but he says theres an IP filter that wont let him even access the website. He said he could play on a malaysia server but thats about it. I understand this legalitys of licensing and how citizens in japan cant play on US servers, but what about US citiezens on US posts overseas? are there any exceptions for that?

    These countries CAN NOT play Perfect World International.
    China
    Hong Kong
    Japan
    Macau
    Malaysia
    North Korea
    Philippines
    South Korea
    Taiwan
    Turkey
    Vietnam

    If you want to play Perfect World for those regions, you will have to research on the internet to
    find the one that covers your location. All other IP addresses from anywhere else in the world are not blocked by Perfect World Entertainment.
    Note: This list is current as of October 3, 2008.

    From a legal point there can not be any exceptions as this version just does not have a licence for those regions sorry.
