Charger Paradise bug?

Hallo, i just noticed that on my alt HS no Charger Paradise link to settel it on my HS, it shows me only Fragrance Garden ( 0/1) but nothing from Charging Paradise. is this Bug or something missing in the game that i didnt do it? i wrote a ticket and been told to post this in Forum, might help.
any1 has any Idee what it could be?

    Charger Paradise is available at homestead level 11 after completing the prosperous homestead quest .
