The type of fashion weapon is a two-handed short fashion weapon, which works with single-handed short weapons, two-handed short weapons, two-handed long weapons, fists, and unarmed. Dual axes fit into that category as two-handed short weapons. It just so happens that the fashion weapon in question looks like blades. You'd have the same situation if a BM wore Rattle-drum fashion weapon while using dual blades or dual swords.

As for the fashion weapon not showing when looking at other people's gear, that's a bug in general that happens for everyone I think, even other classes with only one weapon type like Stormbringers.

EDIT: Also forgot to add, if the weapon they're wearing doesn't match the fashion weapon type it won't show on the character itself so you'd see the dual axes if it was the wrong fashion weapon.
