Not understanding the logic of this 1 hour spend promo.

So is this spend promo just active for 1 hour out of 24 hours on that day? So to guarantee we get the item we need to spend that amount every hour? Or just available at multiple 1 hour windows? Will it be announced at all?

I know this is supposed to be designed to be some sort of fun event but now it just feels like you're making people gamble with real money now instead of just packs.

If we don't get anything after spending how do we know if we legitimately just missed the spend promo or that the promo is bugged and we have to ticket?
