Is this a genie skill bug or a feature?

The genie skill Dust Storm has a range of 10 meters as does Amplify Damage. The genie skill won't proc from the same location. Even if the genie is right on top of me I still have to move closer to cast Dust Storm. So is the range actually 8 meters or is the pairing bugged in some way. Thanks for the input.
