Arc Defender is our newest system that will help make securing your account even easier! It is a security module that will help protect your account from phishing and hacking attempts. It works by emailing you a personal identification number (PIN) that you use to verify ownership of the account if the system detects that you are logging in from an unknown location.
I am guessing, that in order to turn off Arc Defender, you would have to log into that account in first place.
Since this procedure is used as an additional way to confirm the authentic owner of the account, there is a high chance, that the account is lost for good without access to its associated E-Mail.
In theory, it should be easily possible to change the E-Mail upon request. However, if, like in this case, it is used as a way to identify the owner in order to prevent unauthorized people with your login data requesting basically the same thing for their E-Mail of choice, then somebody would be giving away your account.

To get a more official response, you would have to contact support or wait for a more company-sided reply.

My assumption is, that these types of safety precautions were implemented for those kinds of people, who treat their account information lightly, be it due to carelessness or harsh unescapable social environments. This in turn necessitates everybody to keep all relevant information written together, which can be stolen alot easier imo. Maybe there is more to it than just treating account information lightly, i wouldn't know.
