Level 4 to 5 blacksmith unable to learn

Hello, In game name on Dawn, Elliotttts.

I'm lvl 95, and got 100% on my lvl 4 blacksmithing, however I am unable to learn lvl 5 it says 'unable to learn skill'. I tried everything, from visiting every blacksmith on the server :blush: to looking up guides. Does anyone know what has happend?
