Demon BM Weapon Mastery

Since there are so many BM telling me 2 different stories this led me to open a real discussion regarding the 4 weapon mastery passives from demon BM. My question is does the crit rate from the mastery add up to 4% or is it only 1% depending on the weapon used? Even though it shows on char info the 4% crit, could it be the same glitch as the arrow crit thing?
