I like when people talk without having any clue of what things are.
Shuting down servers to do a maintance is not like you shut down your TV. With the servers is more than pressing a button on a remote controler.
sylenthunder already explained how its done on other thread. Ask him , maybe he will be nice to repeat that again.

I'm a server admin for a global company so I have a very good idea what it takes and entails thank you very much

I copy pasted his answer anyway:
''I'd bet that it takes them at least an hour and a half to shut down all the servers. (There's not just one box your server uses.)
Then you've got a full restart, re-syincing all the individual map servers. (Hell, even the boutique has it's own server now.)
Then you bring the interfaces back up to the login server, and bring it back online.
If they're running an offline backup as well, add another half an hour to an hour.
Oh and don't forget, China is doing most of this, not PWE.''

Restarting these things is nothing like restarting your PC.​​

You may be a server admin for a global company but still you have no idea what are you talking about.
