Since PWE basically copy-pastes things without checking, the quest dialog is legacy and inaccurate. You need two characters at level 70 for that quest. There are a lot of errors like this in game, such as Knox promising the Greater Mark of your choice on weekends.
It's actually random 7 days a week. The quest dialog is misleading. Your chance for marks of a specific type are increased if you're in the right lair, but getting a greater, or the flavor mark you want, is still largely a shot in the dark - even when you can choose the lair, like on the weekends.
