Well to have it unlocked you have to at least log into an existing character and have vip. Then you have to be rank three this might be a bug that will be fixed tommarrow or thursday. Which will only require you to be rank one.

Neverwinter I think could survive without lockboxes. Its not as ingrained as it seems to be in Sto for example. Seems more lenient but better for gaining in game currency then even the zen exchange.
