Maybe it's not related but i'm also seeing this message quite much on my hunter. That character also using speed bonuses but i'm not sure if these 2 matter are are the same tho.
It's about an item you recieve when you go to Lonelywood at the 1st time because of the quest. The game want to give that again but since you already have it you get an error msg instead.

Please do not take it as i looking down on you or i think you as a new player but are you sure the item level is the problem? Couldn't it be an item that has other requirements such as a quest completion to unlock it or something similar issue? Edit for spelling
Well, i still have overload enhancement in my inventory that shows 0:00 in it's timer. I used it longer than it supposed to last (i think) so i unequiped it when i thought something was weird about it's lifetime. Edit for spelling
I've seen this "double arrow effect" too, but i don't think it's related to Cordon of Arrows since i'm not using that skill for almost a 1,5 years already. In my case the 2nd arrow goes to the sky sometimes or to the same enemy after a sort delay. I also not sure what triggers it. Edit for spelling
I'm not sure if that's related but after last patch on that day it was hard to login the game for me. It's timed out 5-10 times instead of loading after character select window. When i could log in i have got disconnected after a few minutes, then start the login ritual again ... Force verify and starting in safe mode…
When i reported it support said: "Upon further checking, this issue you have encountered is a result of a gameplay bug. The "signet" itself is "AB", so the description is correct, but the way you accessed the "signet" has changed its binding, which also seems correct, since the item in question is a per-character reward only for the "participant" characters in the event.
I think the signet is CB because of it's a quest reward and if i'm correct that character of yours was created during the "Neverember Recruitment" event which awarded the "participant" characters with that signet. If you create a signet with a character that already finished that campaign then the signet will be AB.
