Just so you know it, steel blitz isn't a bonus damage. It's a passive that sometimes gives another strike of around 700-800 damage, similar to storm spell if you know this mage's passive. You can't add it to other bonus damage. So yes, you're wrong.

Further testing with what you said in mind. Even with one point in the talent i see that the tooltip damage goes up. But the actual damage does not goes up (that would have been too good). Well, max starting primary stat would be 18+2 racial +6 bonus every 10 level +1 for fire and you get a max of 27 in primary stat (if your race has a bonus in his primary stat otherwise it's 25).
