Yes to lockout time 'reseting' on the hour, and yeh I discarded the inert scroll once I realised I couldn't use it and went farming for another, thinking that a freshly dropped one would work. Once I realised there wouldn't be another drop either I gave up and left it til the next day.

Just to add some more info - here's to multi attack runs on dummies with/without lesser lightning enchant. 0% damage from back to the blade with enchant in and 2% with it out.
I've just been testing this a bit on ACT and it seems that when other procs kick in it gets thrown off and only procs off certain parts of the attack. e.g. with a disintegrate hit and a lightning enchant proc, it only procs off the lightning for very low damage.
