You can't reduce armor below 0% with armor penetration. Debuffs like ray of enfeeblement, however, are applied separately and can reduce damage mitigation below 0%.
Each % of armor penetration increases your damage by 1%. Armor cannot be reduced below 0%. Arpen seems far better than any other stat until you reach target's armor (depends on enemy type).
