I already knew that. I am just in disagreement with developers adding unecessary paying implements. Quest creation slots don't need to be paid for with Zen or real money, just use the same mechanic as STO does but for them to try to to ruin it in the process.
In other MMO's, people would just go to the highest level areas for highest gold and loot value and farm that way. Would it considered different or even exploiting that way? I don't fully understand the logic with this with using Foundry farming as an aid. it appears no different than the alternative.
Categorizing the divide between legit and farm exploit quests would have little effect.
