I can confirm this. Happen to me as well a few days ago. Managed to kill him thanks to my companion tanking him, while myself had to used Rain of Arrows. Ironically, now Rain of Arrows does not work anymore.

Not related to clerics, but I made a post a few days ago with a similar problem with my Ranger. The skill Rain of Arrows does ont work at all. And a friend of mine who plays on the PS4, says that he has seen a few ppl saying the same. (on the PS4)
