That wouldn't be my first choice, I'd rather my skills worked... but I like the idea of a consistent application, so it'd be more reasonable than what we currently have.

Right. As long as you keep that first Legendary in your Active stable, you'll get the 15% benefit on your summoned companion, which as you said reduces the "need" to make a second companion Legendary.
