I would add two easy fix for the DEVS: fix the tooltips of FtF and conbustive action. FtF adds smolder to targets and the debuff of conbustive action is for all damage source.
I see, so you want to 'polish' your build. I like aspect of pack more than blade strom even before mod 10. Other than that I think the main change in mod 10 is that it is a bit harder to reset all power, especially for Plant growth. I tried to use cordon more often to fill gaps. Just my experience.

Boat travel: Is the boat supposed to be partially under the water? Both the boat and the characters are partially in the water, which is not natural. Besides that I think the general feel of the boat travel is OK.
Say you do 100 non-crit damge and you have 75% crit severity. The crit damge is 100 + 75 =175. The crit suppression should suppress the additional 75 damage by a percentage not 175 damage as a whole. The current algorithm is illogical. The crit hit should never below non-crit hit even one's tenacity is really high.
Removing crit suppression is a good idea or at least reduce the suppression to a reasonable level. Crit hit does less damage than non-crit does not make any sense.
I think there is still a few thing to test for the capstone, martial mastery. Being a tactician you could at least serve two things to your party. 5% more damage and more action point generation for the whole party.

The changes to buff/debuf will make old contents taking much longer time. Is that more challenge and interesting after one year content release? I would say no. However, the changes can be considered as kind of items or power balancing. It could be good for the future content.
