The thing you need to do is to progress through the campaign starting with "Assist the Harpers" (bubble on the bottom left). Well you answered your own question. People would do lvl 60 content for the boons. Plus right now the gear at sharandar and dread are still lvl 60, so it makes more sense to be lvl 60 areas. They should've at least upgraded the gear to lvl 70 when they made the areas lvl 70.

Yeah but in his case, he said it went from 53% at lv 69 to 46% when up-leveled to lv70. So you would expect him to be 46% when he actually reaches lv70, not 26%. Something doesn't seem right here.

If the 6% heal has a cooldown of 2.5 secs, then it's prob the best healer I've seen mentioned in this thread (from a pure heaing perspective). Does it really heal every 2.5 secs until you're topped off? Or does it only do it sometimes? (I'm asking cause some of my battle companions just stand around sometimes.)
