If you had to hold ctrl, or anything down to use it it might not be worth it, but since you can macro it into a toggle it's either a powerful tool, or easily exploitable, depending on your perspective. People have done this since beta though, it's just a design feature of a casual game.
The new game mode I would most like to see is an in party duel mode, where people can join a party and enter an arena where team damage is enabled and party buffs and healing are disabled, so you and your friends can practice duels or just play a crazy FFA, with no timers and no scoring other than K/D.

IMO a daily should be something you use at a strategic moment to turn the tide of a fight, in both PVE and PVP, not just another button you mash on as soon as it is off of cooldown. Daily powers are not balanced between classes, so having absurdly high AP gain rates in the game makes balance even more difficult.
