Disintegrate: now gives AP, but no Arcane Mastery stack

Every Arcane spell should award Arcane Mastery stack, but Disintegrate doesn`t.
This needs to get fixed too.

    Seems to be consistent with their fixes. Fix one thing, break another :(. I used hope that they fix a lot of issues with powers and their tool tips, but now I am more afraid of them fixing them as they are bound to break something else.

    Whilst, as a general comment, that may be valid. It has nothing to do with this bug. It never gave Arcane stacks - OP suggests that it should.
