Is OPP/Alacrity broken??

Recently revisited the Oppressor tree, and for some reason Alacrity doesn't seem to be activating at all. Tests against mobs, T&B combat dummies... nothing. Just the normal countdown in recharge, I've never seen 2.5 seconds tick off from the recharge time.

Can anyone confirm that the Alacrity feat works? It seems its not working right now.

    Wow, seriously, nobody knows? Man, how far have the Oppressors fallen...

    Mostly because everyone wants WOWDMG instead of Control because to quote the guide "Death is the best CC" :P.

    But seriously. if higher level mods had less Control resist, and Oppressor was truly the only real way to have reasonable control. you'd see more Oppressors (or lots of QQ about Pure DPS spec wizards not having control)
